Download file says failed forbidden

So no, I'm not using the desktop anymore as when I first tried it, I tried to move the files from the clients dropbox onto mine as from what I gathered that's the only way for it to appear in the deskop app in order for me to download to my computer but that requires me upgrading account.

So in regards to that, am I correct - that the only way you can use the desktop to download large files larger than your free 2gig limit is for me to upgrade my account? I see, so the files were shared with a link rather than in a shared folder.

Is that right Aimsmix? The desktop app can only sync your files to your desktop if they are currently within your account. So, if the files are shared with a link then you will indeed need to save the files to your Dropbox account to be able to download them via the desktop app.

Also, since you currently have the Basic free account with 2 GB of storage, you would indeed need to upgrade your account to have the storage space to add such large files to your account and subsequently sync them to your desktop.

Somehow, the file is available for the QuickTime plugin to access, but not available for regular download. It would be helpful if the noplugin extension could use some form of stream capturing to download the file anyway. I suppose it is possible that Cornell is trying to actively block downloading for copyright reasons, but I suspect that they are just using the default setup for quicktime.

It seems to block downloading most of the time. Copyright seems likely, I'm looking into Chrome's API docs but so far I'm not seeing a way to change the download from a simple download to something that emulates the streaming that plugins use.

If your user personal web sharing is not working for a user but is OK at the other document root localhost level, the issue may be a configuration file for the user. If your machine is only in use by you and the webserver will run only under your account then you can change the user.
